please help me figure out why my truck wont start

I have a 2002 crew cab Short wheel base truck and I can't get it to start. When I turn the key over it only makes a clicking sound loudly almost similar to it bogging down just as soon as it starts clicking. It has nothing wrong with the batter the starter or the solenoid. It seems to still be getting some type of juice to it also and every thing has 12v going through it as well because made sure to check all of that. So can someone please help me figure out why it wont start. Thank You so much in advance...... Tiffany

12v doesn't mean good battery fyi. Rapid clicking of the solenoid means not enough amps are getting through it. Either bad battery, poor connections or the starter is drawing too much

Can you tell me why the starter has 12volts going to it without it even being turned on?
