my 2001 ford F-150 the starter will crank while idling

the starter will crank while the truck is idling I took the exciter plug off of the starter relay and I hooked up a test light to the negative battery post and to the exciter switch it continues to have power in park and in neutral but no in reverse drive 2nd or 1st so I know its no the neutral safety switch Is it ignition switch?

Very well could be, when you turn the key to start, that is when there should be power running to the relay. This is from the ignition switch.

I checked that and I took it out and tested it with and without the ignition switch on it. I tested to see if I was getting power from the power input to the STA where there should only be power when I am cranking it
