No. The door lock actuator is the device that controls the door lock. It's usually electric and you hear it when you push the lock/unlock button on the remote. -- The door latch is the device that grabs the stud on the door frame and holds the door closed. The lock prevents it from operating.

no a n actuator actuates the latch ,usually referring to the door latch solenoid on power lock system .on non power lock system an actuator would be the rod from button and the lever connected to the latch that holds out the release operation
