IF THE TPS SCREWS BACKED OUT FAR ENOUGH WOULD THIS
CAUSE THE IDLE TO RUN ROUGH  MISS  SURGE  UP  &  THEN
DOWN . COULD IT ALSO  CAUSE  ENGINE TO RUN RICH.?

screw them back in and see if the symptoms go away. Clean the throttle body and IAC while your in there.

Sounds more like a problem with the IAC and throttle body. Remove, clean, and make sure IAC is working. Could also be a vacuum leak or problem with PCM.
