1991 Ford F150 XLT Lariat 4x2

I have a 1991 Ford F150 with both tanks
full. I switch to the rear and it reads F but
I switch it to the front, it reads E. I have it
on the front now and I'm able to ride with
it on the front but it still shows E.

A fuel gauge that always reads empty is typically caused by a short in the sender circuit or a bad sender. A gauge the reads full (and passed full) is caused by an open circuit. Measure the resistance of the senders at the Selector Switch on the dash. There can be other reasons for the problem, but I would start here first.
