Communicating with vehicles computer via plug-in link

I recently brought my van to a O'Reilly parts store
to get a free diagnostic relating to a service engine
soon light in my instrument cluster. But the
technician said that when he plugged his computer
into the vehicles link, it would not read as
connected. What are the possible solutions to
remedy this?

Most common is a blown fuse, so check those first before diving into the wiring.
