Steering pulses in both directions

Actually it is a 2001.  The power steering comes and goes as I turn in either direction as if something is keeping the steering wheel from turning.  No noise from the pump.  I am wondering if it is the connection between the steering wheel rod and the rod that goes to the pump.  There is a connector there (love/joy? See pic) that may be worn as the pulsing seems to be in time with it as it rotates.  Anyone know what the problem is and how to fix it?

could be,but your pump dont have to be noisey to be bad.how are the lines any leaks.

No leaks that I can see, or evidence there of. We have not had to put any fluid in and the fluid looks fine if not a little dark.

may just be the tires.,na if pulsateing and you can feel it in steering wheel,the ps pump is bad.or going bad.
