2003 Cavalier cooling fan not working?

03 Cavalier cooling fan will not turn on relay and
fuses are good I assume it is a sensor is that
correct?

Or it's the fan itself. Test the fan by turning on the AC. The fan should come on right away. If not, and fuses/relays are good, you may have a bad fan or no power to it. Check the wiring harness and connector. If the fan does come on with the AC, but not at other times, then you may have a bad coolant temperature sensor.
