what causes not being able to shift from park when 20 degrees or below?

2003 cavalier will not shift out of park until you run the car for 10 to 15 mins. It only happens when the temp. is 20 degrees F. or lower. When it is above that there is no problem.

Sounds like the park/lock shift solenoid is sticking. Try this, turn the ignition one click clockwise from the lock position. Step on the brake pedal and shift out of park. You can start the car in neutral. HTH. -Jim
