My blinkers stay on when I have my headlights on on my 1993 Toyota tercel. Anyone know what's wrong?

My 1993 Toyota tercel right blinker wont  
turn off from the rear It'll just stay on and
not blink and the front doesn't turn on at all
when I have my headlights on but its only
when I have the parking lights and
headlights on. When the parking and
headlights are off my blinkers work
perfectly fine. I have checked my fuses
regarding headlights and blinkers and non
are burnt out but that's all I've checked. If
you have an idea or know what happened
let me know. Thanks

Start checking the grounds for the lighting systems and then onto the sockets, on the sockets look for a small burnt mark right where the wires enter the socket, if you see one replace that socket, I know you said you looked at the bulbs but did you look at the filaments closely, sometimes a filament can break off and contact the other one and weld itself to that filament causing a cross connect so it power both filaments when the power is applied from either tail or turn power.
