i would suspect a damaged or bent window regulator. may be possible to temporarily repair it but would suggest for it to be replaced.

does the regulator control the up or down movement of window? my window goes up and down but only part way down. could it be off the track?

it does control the up down movement, the window may posibly be coming out of the track in which case the glass would become fairly loose and move around in the door when in the down most position. To know for sure, you would need to remove the door trim (card) and inspect further to detirmine the exact fault.
