Check engine light

I just had the ECM replaced and the transmission rebuilt on my 2001 RAV4.  
The day after I got it back the check engine light came on. Mi took it back and
the computer was saying it was an emmision problem.  They said it was my
gas capmnot on tight enough.  3 days later, same issue.  Took it back and
they said one of the hoses might not have been on tight enough.  I took a look
myself when I got home and found the loose lug in the picture.  My question
is, could this cause the check engine light to come on, or did the repair place
unplug it to get the light to go out?  Please help, Imfeel like I'm getting the run
Around!

Sorry for the typos, meant to say loose plug.

Well you have to try it, obviously it plugs in there and I would think it would need to be plugged in. Whatever that is, this being unplugged, you would think it would throw a code. Do you remember what the code was they cleared? And if the check engine light comes on again, have the code read and post it here.
