i have a whistle, whine when the headlights are turned on in my 97 paseo. what could be the cause and how to eliminate it please

Most likely it's the alternator. When you switch on the headlights the alternator is under load. Most vehicles do this but it's hardly noticeable. If yours is that loud it might be time for a new alternator. HTH. -Jim
