Possible, but they should be able to turn the hubs, with that low of milage, and just replace the sensors.

You can always take it to another garage for a second opinion.

Most likely, one hub is making noise and they are recommending the replacement of both to ensure no further issues. Both hubs are the same age and if one is no good, the other is just as old and has the same amount of wear and tear on it. Replacement of the sensors may be required. At my center, we always recommend replacement of both hubs when one goes bad, same as with brake calipers. If you don't feel comfortable, get a second opinion like Tom suggested. You should always feel comfortable with who you are working with.

Sounds like they don't know which sensor is bad so they want to replace all of them. They should be able to plug into the system and see exactly what sensor is causing the trouble. If the ABS light is not on when you take it in that could be a problem. The ABS computer does not store trouble codes. Once you shut off the ignition the computer is cleared until the next time you start it up. In other words if the light's not on when you take it in they won't be able to get a trouble code. But if they can't pinpoint the problem I'd definitely take it elsewhere. No sense in wasting your hard earned money throwing parts at it. HTH. - Jim

I have seen several vehicles wear out the hubs in that amount of time and others go years without any issues. Driving habits and where the vehicle is driven and what it is used for is a big determining factor.

Make sure the speed sensors do not have rust build up under them. Had problem on 99 GMC which affected brakes, etc. Problem was rust. Can scrape off or file off, then check sensors with volt meter.
