No Check Engine Light

2002 Celica GT, Will not start and has no spark...Check engine light does not
illuminate when key is turned on and code reader cannot connect to
ECU...checked all fuses and relays

Turn the ignition to ON, not start, and see if the CEL illuminates. If not, you have a blown ignition fuse and that will prevent the OBD scanner from working. The problem could also be the ignition switch or the car's computer itself or maybe its fuses or relays. You need a mechanic with expertise in these things.
