Timing chain slapping valve cover

Timing chain slapping valve cover, when I turn the
crankshaft with a wrench and close towards the
end of the rotation it gets slack then tightens up
again

Without the engine running there is no oil pressure to tension the chain. If it rattles when the engine is running I would replace the chain, tensioner and guides.
