I have to add a front license plate to a 2001 Toyata Solara that does not have a factory installed bracket. Can I install a generic mounting bracket by drilling holes into the bumper?
Don't drill a hole. Use what would be classified as those "self tapping" Screw/bolts. Simple. Just make sure to put a nut on the back.
It seems as if there is some type of foam that would prevent use of a nut or am I the nut?
You drill small holes called pilot holes. That insures that the screw are where they should be. Use a 1/8" bit or anything smaller than the threads on the screw.
Another option is the Show N Go retractable license plate frame. It mounts under the bumper. You can hide the plate by slipping the plate in on the bracket if you don't like the look of the plate out front. Handy for car shows. Check with any national brand auto parts store or J.C. Whitney on line for a licence plate bracket kit should have all the parts you need. Of course you could go through the Toyota dealer for their OEM kit which would mount up as stock. HTH Good Luck
