Is the timing belt and water pump part of an engine?

It is connected to the side of the engine, so yes it is a normal component of the engine itself. You can access these part is you jack the front of the car up according to your owners manual, remove the passenger side wheel and then remove the inner fenderwell splash shield and you should see it.
