Why does my 1995 carry le vibrate at stop lights and signs I put in neutral and still shakes but not as bad also drives differently in rain sort of sluggishly

Problem is that it needs tune up. Cap, rotor, wires plugs. Things like that will make it run like new.

The car is 20 years old. Has it been maintained? If it has, the vibration is probably a broken motor mount. Acting sluggish in the rain? Your oxygen sensors need to be replaced. BoholMark had a good suggestion also.
