my cooling fan in my 1994 toyota camry does not run when the engine is on, why is that?

Unless the air-conditioning is on they may not come on until the engine coolant reaches a certain temp. It may be normal. HTH. -Jim

does it ever come on? if not, you might have a bad coolant temp sensor or fan relay.
