front brakes locked-up. ABS light on.

replaced master cylinder and pads to no avail.

If the ABS light is on, you have an ABS system fault. Have it checked out to see if it's a ABS wheel sensor or the module itself. Most garages have equipment to pull ABS codes that most generic code readers will not.
