1993 toyota camry 4cyl continuous rpm drop and rise

The engine on my 1993 camry 4cyl will not exceed 2500 to 3000 rpm.  When it reaches
that mark the rpm fall and immediately rise again. This happens about twice per second.  
The car starts and idles well. It will accelerate and shift properly below that rpm threshold

Check the fuel filter,and if it is good,may need to check the fuel pressure,may be fuel pump,going bad.

Iac (ideal air control) is more common to go bad the magnet breaks up over time causing it to stay open and not letting the sensor close the valve at full temp with give a bad ideal and knock tell it dies
