My 1997 Toyota Avalon will not shift out of
park. I just had new break pads installed
prior to this malfunction. Could this be the
result of an improper break installation?

Might be due to work on the brakes. It's probably the brake-shift solenoid that makes you push the brake peddle to release the shifter. Might just be unplugged.
