1995 Toyota Avalon - AC works fine except that it only blows air through bottom and winshield defogger vents.

bottom vents. Is this a fuse issue or something else? The pushbottom
controls don't seem to work to change the air flow.
Most of the HVAC systems have vacuum powered door to direct the air. With a car of that age it is not uncommon for the vacuum hoses to dry up and crack thus causing leaks. Listen for the hiss of a vacuum leak and replace any bad hoses that you find.
Yup, tenspeed is right. You've lost vacuum to the system. Look for a single vacuum hose coming out of the firewall near the center or possibly towards the driver's side. It may have a check valve in line. The check valve will probably look like a small round disk. This vacuum hose needs to be connected to the intake manifold. HTH. - Jim
