my 94 4runner will not go into reverse. it has a brand new clutch so that is not the problem and all other gears work just fine

Unless there is a linkage under there that fell off, it sounds like you will be dropping the tranny........you can always try putting it in 4WD and see if it will suddenly go into reverse.
