Check battery connection,s and battery to be good,if these are good, have the igntion switch checked.Malibu igntion will cause this.

How do you know if it's not the starter that gone bad

If it was the starter going bad, you would not have other issues you told us about. A clicking noise when attempting to start the car indicates a low battery. Have it tested for a bad cell. You may have enough juice in the battery to run the other electronic items on the car, but low voltage also will play havoc with the gages. You also may have a bad charging system and the battery is not being charged, so you're running off the battery and as it gets low, the instrument panel will go bonkers.

Have the same issue. New battery installed and still wont turn. The clicking is more of a turn signal noise

Could be a bad solenoid.
