'99 Forester does not downshift when accellerater is pressed to the floor

check your transmission fluid level, follow the linkages to find if one got bent or thrown out of it's socket~ make sure the transmission mounts are still holding true and not changing the geometry by putting a floorjack under it and jacking it up 1/4 inch of so to note any separation and influence on the shift positions...adjust with a turnbucke on these?

I had the same issue on my 99 forester auto at one point, turned out to be a bad shift solenoid.
