Why can't I steer my 2006 Grand Prix?

I have replaced three power-steering pumps on my 2006 Grand Prix and replaced the steering rack.  My P/S is still whining and I'm having difficulty steering the car.  What could be causing this?

Air in the system, sometimes it can be a real bear to get it all out, you just have to keep turning it lock to lock to get it all out. I had an Oldsmobile that I just couldn't get the air out, let it set over the weekend in my shop, Monday morning started it up and surprise it had got all the air out by just setting. So if all else fails try that.
