2004 Pontiac grand prix won't start in extreme cold but head lights and radio works.

It makes no noise at all. It has a new battery and starter as well as a fuel pump. If parked
in the garage it starts right up. When i attempt to start it after 8 hrs outside it wont turn
over at all. The lights, the dashboard, and odometer actually shut off when its supposed to
turn over.

Charge the battery with a battery charger. If the problem goes away and then comes back in a few days I would suspect the alternator is not charging so the battery gradually runs down. Or simply have the alternator tested to see if it is working.
