I turn the key over and all power is lost. Starter has been rebuilt and replaced. Ignition module has been replaced. Battery has been replaced. Fuses have been checked.

Sounds like a bad battery cable connection. Check the connections at both ends of the battery cables. Make sure everything is clean and tight! HTH. -Jim

May also be a dead short in the starter and when you turn the ignition all power is shunted to ground until you stop turning the key.
