How can i tell if my fuel pump is working or if the filter is bad.

You can get a fuel pressure gauge to verify you have the proper pressure and that the fuel pump is working correctly. Is it not turning on? Plenty of online sources on how to do this. A fuel filter will slowly clog over time, eventually burning out the fuel pump. Always change both when replacing the fuel pump. You can change the fuel filter as preventative maintenance.
