My 1998 Pontiac grand prix ran hot an I turned the engine off. When I resumed cranking after a good bit of cooling time an adding water it will not crank. What do I do

It won't crank or it won't start? There's a difference. If it won't crank, meaning the engine actually won't move I would suspect something serious internally, which would mean its time for a new car. If it simply won't start that could be any number of electronic problems which will probably require a professional diagnosis. In fact no matter what it is you probably need a professional to look at it and tell you if its worth fixing. Remember a '98 GP is virtually worthless, so don't spend too much on it. It may have reached the end of its road.
