power steering whine while idle and accelerating? Rpm slight jumping.

Car whines loudly while idle and while accelerating
especially. Power steering fluid level never
changes. I've tried to bleed air turning and locking
the wheels. It's not any harder to steer than it was
before the noise and it's not any louder while
turning....but accelerating it's obvious. I notice only
about 60% of the time while I'm stopped that my
rpms jump slightly....and just slightly...I can see it
wiggle but not alot. I also have issue getting up to
speed and climbing hills. But not bad....it just
takes a while to shift and when it does its not hard
or anything.

The shifting issue and whining might have nothing to do with the power steering. It could be transmission related. One way to test the power steering issue is remove the serpentine belt and spin the power steering pump pulley by hand and see if there is resistance. It might be locked up or stiff. If all is good, time to look elsewhere.
