The fuel pressure regulator is just one of many things things that can prevent an engine from starting. Before just guessing, why not do some diagnostics?

Pull the vacuum line off the fuel pressure regulator and turn on the key, do not start, if fuel sprays out of where the vacuum hose was attached then the regulator is shot and needs replaced.
