Ewon't start could it be the fuel pressure regulator is no good or leaking?

My 04 keeps flooding and won't start
Could it be my fuel pressure regulator is leaking or no good anymore?

Pull the vacuum line off the fuel pressure regulator and turn on the key, do not start, if fuel sprays out of where the vacuum hose was attached then the regulator is shot and needs replaced.
