my question is. Can u up date a transmission converter on the the car for higher shifting?

The converter won't necessarily change the shifting.

Bob is right, depends on other variables, like gearing and such. So even though another convertor is rated for a higher RPM at lockup, it doesn't mean it will, depends on your application.
