How do I get the emergency brake to go all the way down? Something is blocking it. 1996 Pontiac Grandam 4 door Se.

I don't even know how the break got pulled up, but something is stopping it from going all
the way down and the light on my dash is still on.

My first guess it that something has let loose in your rear drum. Probably the cable has popped out of the bracket or something has rusted off and is jamming it up. You will have to tear into the back brakes and investigate.
