the bolt that holds the bracket to the motor suport on the engine where the water pump is broke how would you get to it to drill it out to close to the side of fender

Find a guy who really knows how to weld and have a nut welded onto whatever you can still see of the broken bolt. You will use a nut large enough to reach through the hole with a welding rod and tack it on real good. This works only on steel, not aluminum bolts. Then back it out with a wrench carefully. This might not even be possible but it's your best bet without pulling the motor.

Pull the fender & inner fender and whatever else is in the way. Replace the bolt.
