I have a grand Marquis 2006 Model, Can i user 190 AMPS plocice car alternator instead of 130 AMPS

No. It will produce more amps when needed, like say you have an amp or extra lights. Police cars have all kinds of electronic stuff that's why they have the higher capacity Alternators.
