I have a 2003 Mercury Marquis and it shuddersat around 30 to 40 mph and noticing now at higher speeds, also seems like it he shifting hesitates or is not accurate.

When was the tranny serviced last? Sounds like the solenoids are getting sticky, might try servicing the trans and add in a quart of TransX then fill to specs and see if that helps, if it does it will only be temporary, the real problem will return in time.
