Fuse #4 blows

I have replaced this fuse 5 times it is
causing the rear tail lights to go out no
wiring problem please help

If the fuse is blowing, there is indeed a short or wiring issue with that circuit. You have to find the loose, corroded or bare wire that is causing the problem. It can take a lot of time isolating where. Sometimes best left to the pros.
