what would make both coil packs not fire,and the fuel pump not work on a1998 mercury marquis 4.6 engine

First of all you have 8 coils on a 4.6, one for each spark plug. The fuel pump could be bad or need a fuse replaced. Is the check engine light on?

car won't start. no fire,and no gas coming through

Pull a coil and put a spark plug in it. Ground the outside of the plug to a metal part of the engine and have someone crank then engine over. If you see a spark then you have eliminated that as a problem.

If you are sure there is no fuel to injectors and no spark, to all coil-on-plugs, the yes, with both failing at same time it very well could be the PCM, 'brain' failed

replaced the ECM,and the main brain.still no fire from coil packs, and no fuel.does the PCM have to be reprogrammed again for the car ?
