whats causing these fuses to  blow

It's called an electrical short. A wire or wires are touching each other or metal of the body grounding the circuit. You will need to probe each circuit to find the area that is compromised. Not an easy task, even for the most experience mechanic. I would check the switch first, then the connections at the bulbs for corrosion.
