1994 Towncar wont start excess gas fouling out plugs

cleaned and tightened all ground connections new fuel pump filter temp sensor igniton coin new sparkplugs car  will start with starting fluid if fuel pump relay is removed because with the fuel pump relay installed the car is over fueling after it  over fuels I remove the fuel pump relay and the car will start and stall until the excess fuel burns off

leaky injector or fuel pressure is high(very uncommon)
