If you have your high beams on the fog lights automatically so as to not blind oncoming drivers. Also most fog/driving lights do not operate without the main lights being on.

fog lights cut off automatically so as not to blind other drivers.

If you change the head lights to hid you might want to change the polarity on the fog light wire. Meaning put the negative to the positive and try that.
