My 2004 Jeep Grand Cherokee ran hot going down the highway during an ice storm. The radiator had some ice in it. Didnt know it at the time of driving. It cut off. Could heads be cracked?

Hard to say without more testing and possibly removing the heads. Dry all your electrical connections off if coolant sprayed over the engine bay. Most probably the reason you can't start it. Add the proper coolant to water ratio, 50/50 and change the oil and hope for the best.
