I have a 2003 jeep cherokee turns over but doesnt start battery good and it
starts if i jump it

If the battery was really "good" you would not be needing a jump start. Maybe the terminals are corroded. Otherwise do some load testing of the battery. Voltage alone doesn't prove how good or strong the battery is.
