Maybe it actually is, cause would be failure to service properly, someone dumped in too much stop leak, or too many bugs and or dirt in the cooling fins.

Leaking antifreeze from beneath the radiator cap. The leak is not from the cap. The leak is coming from the end of the plastic cap under the cap.
