my Jeep Cherokee keeps overheating I have to turn the AC on so the electric cooling fan will kick on and off is that a good thing or is it supposed to kick on and off without turning the AC on

It should be automatic, when the temp reaches the cut in temp the fan should start, that is usually right around 218 to 220 degrees. If it is not turning on then it is either a fan temp sensor switch or a wiring problem from switch to relay, as you said the fans turn on with the A/C so the motors are good.
