my 96 gmc diesel pickup wont turn over

i replace the starter i check to see if the motor was seized  it was ok when i try to start it all i hear  is click from the starter

Let's begin with the basics, recon, ok? Battery charged, terminals clean. Squeaky clean. So far so good. Chock wheels, set brake, neutral or Park whatever applies....take a jumper cable, you may need 2, one end on positive battery terminal straight to starter motor cable lug. key "ON" Starts? Relay/solenoid problem.... No start? Check each and every connection on starter cable
