I own an 2004 Audi A4 Quattro 1.8t, and it turns on, and then turns off?

Recently after a carwash is when this first started happening, but then again I am able to
drive after a while, but then it goes back to the on and off thing, and I can't even move it. I
replaced the batter with a new one. I also notice that when I turn the key just for the
electric functions, the dashboard does not turn on sometimes, could it have to be with
some sort of water damage?

nope generaly a cars electrical system is protected inside your car. This sounds like an electrical problem tho for sure. Have some one or your self check all the main power leads to your starter and alternator and any where else the power cables lead to checked. Also check all your ground wires if they look really rusty or corrodied take ti off and clean it. If your still having the issue take your car to a vw/audi dealer or a vw/audi specialist that has the proper diagnostic tools and have them diagnose your main instrument cluster(the thing your speedo and rpms gauge is attached to) for any bugs. Some times these cars get bad computer moduals or a burnt out circit in the instrument cluster that can cause this issue. also have them check your ignition unit (the place you put hte key to start the car) as this is also anouther thing that can fail and cause this issue.
